Why Iowa is out:
This should be obvious, if you lose to any FCS team, you are out with no chance of getting back in. Plain and simple.
Why California is back in:
Yes they lost to San Diego State which isn't a power 5 team but they are undefeated and just beat Texas in a shootout. They have plenty of opportunities to still get in but they can't lose again.
